So that 0.5sec delay has only been experienced with the throttle, and has gotten me stuck in the middle of an intersection on three occasions, nearly causing an accident two of those three times.

That would be disturbing, but I have not experienced anything remotely similar to that.

To directly answer that, the cost increase of >20% for a c8 over my GT pushed it out of my car budget. I was also considering it lacked other daily living requirements like the trunk space, increased cargo volume with rear seats folded down, actually usable back seats, etc.
I think the spirit of what I’ve been saying was kind of missed though. I’m not expecting my GT to be capable of sub-7:00 at the Nurburgring. I’m not Ken Miles but I’d love to help Ford work out the details of this pony. I ordered the car before they were on any dealer lots in my area, based on the faith I had in Ford to evolve the Mustang after my positive s550 experiences. I couldn’t give a shakedown prior to ordering. With a new car test drive, a lot of these issues would be dismissed as the electronics needing to “learn” the driver, which would take much more than a dealer test drive would allow. At the very least I expected this “performance” car that will consistently go when I press the gas. Is that too much to ask out of a $60k car labeled as a performance car?

I'm guessing it's the stupid eco A10 programming that's got you down. It's quick to skip shift to 3rd gear and makes you go deep in the pedal before it finally decides to downshift and give you power. The priority of the program is clearly gas mileage over performance and it just feels silly in a Mustang.

They killed the vette when they dropped the hatch and added the divider (between driver and passenger). Adding the behind the driver divider in the c6 made it enjoyable, but then again, manual as well.

have you tried a reset and relearn if you suspect a learned trait?

Actually no, I haven’t. Even though I don’t think that quirk is necessarily a learned trait as much as something within the vehicle’s code, I still probably should try a reset.

I’ve brought this up with my local dealership but they said they would have to keep the car for a while to see if they could replicate to diagnose the issue since it has never thrown code or logged anything related to the throttle delay. Unless they can capture something from the computer while it’s happening, there is not much if anything they’ll be able to do about it. They were unable to give me any time frame other than “days, at least.” Living in an area with daily afternoon storms through most of the summer, I can’t really use my bike as a main means of transportation with the heavy pop ups we get.

Take to dealer, get yourself a rental and let dealer do their R&D....that is if you really want to keep it. Sounds like you don't so quit whining and sell it.

I’ve had my GT PP for almost two years now and haven’t experienced any of the things you described. It’s strange you would have such a lag in the throttle. I’ve not experienced that on the street or the track.

Its highly possible its a condition that exists outside of your driving habits.

ICE is notoriously inefficient at lower rpm and colder temperatures. Its likely that under certain specific criteria the ecu alters the throttle in a way that creates this lag, so as to keep the engine running 'clean', if that makes sense.

Not saying this specific example is happening, but imagine stabbing the throttle from a dig. If your pedal was directly wired to the throttle, there would be a very split second where the car burns a sub-prime or unevenly mixed fuel mixture. Instead, the ecu could more slowly reel that throttle open, it would allow a more smooth flow and mix. This is probably why there's rev-hang in modern manuals as well.

Going from a GT myself to a Ford specialty vehicle… the GT is tuned more towards grand touring vs. the track …

With every episode of no throttle response, it’s been in Normal mode. I’ve started driving almost exclusively in Sport with M auto shift after temps get into normal operating range.

So you'd rather take your car to the dealer and contemplate selling rather than just changing drives modes?

Some MINOR throttle lag in normal mode is to be expected in certian driving conditions unless you mash it. However, I have not experienced anything significant like you describe. Also, I have the non-PP brembos and my brakes bite hard.

Sport mode has resulted in the engine rpm staying up like it is ready to go, causing me nervousness when I am passing the police because the engine sounds like it is ready to race or engaged in racing.
