The paint has chipped off and there is a small amount of surface rust. Treat with a rust converter such as Kurust and then underseal over the top. Fit a patch if you want to but it isn't essential once the underseal protection is in place as it will no longer chip off.

I was ridiculed on here by some people last year when I said I had treated my car in this way but 12 months later it is still completely fine with no rust or chipping on that metal, and my car is a daily driver that gets salt and spray all over it.

Also note that there are plenty of other bits of exposed metal under the car - all UK cars get underseal applied before sale, I don't think US cars do.
I was looking into https://www.rustoleum.com/product-catalog/consumer-brands/stops-rust/rust-reformer would this accomplish the same goal?

Warranty repair? FOMOCO need to understand that having these silly oversights cost them money. Only then will they improve, hopefully, or go belly up!
How could I go about a potential warranty repair? I have a good relationship with an advisor at my local one. Just don’t know what would would need to be said to enact this going through warranty.

Perforation means a hole, Ford will not pay for this.

this is so dumb. this post should be blasted everywhere for all to see. I guess I will have to fix this myself

You are operating under the assumption that Ford cares anything at all about this. If the inner liner has changed its due to a process change, not anything we've said here or complained about.

Yeah I know. I have found a rust reformer. I don’t know if I should just sandpaper it down or what. I want to make sure I handle it properly. Franks solution should be here in 1-2 weeks he told me.

All you will need to do is remove any loose rust and paint, the product will encapsulate the rest.

For Best Results
  • Before applying Rust Reformer, remove any loose rust and dirt, then clean the surface with soap and water.
  • Shake spray can well before and during use.

Yeah I just don’t know what they mean when they say remove it. Am I taking sandpaper to it? The product alone is supposed to turn the rust into a paintable surface. That’s what threw me off.

A scotchbrite pad will work, any flaky stuff has to go. Sanding is not necessary. I've used similar products before with success. They turn the rust black and the finish is very hard.

For anyone wondering it looks like the best route will be a scotchbrite pad for gentle agitation as @SSuperDave suggested then rust reformer. The product label states that oil based paint can be used to go over it within 4 hours and 3 days for lacquer paint. I have a brand new genuine ford paint pen which is lacquer. My plan of attack will be pad then rust reformer then I found rust oleum oil based enamel flat black paint. That will provide protection until I put on body color paint and hopefully by then franks solution will be close in the mail and I can put this nightmare behind me.

With such a small area it looks like I will be doing this with a paint brush.
you can just spray some woolwax fluid film or surface shield on it no prep needed and once you have the cover on it it will last decades
