A speed governor. The button to the far, lower left.
When you engage the button, it limits the car to the speed limit.
Try it.
You can override it by slamming the gas pedal all the way to the floor, but the car will ignore throttle input otherwise that seeks to go over whatever the speed limit is on the road where you are driving.
If you are already exceeding the speed limit, it will basically coast until under the speed limit. If you are under, the car will respond and accelerate, but stop accelerating when the speed limit is reached.
