In the shortest terms possible: engine braking is a drag
Engine braking is fine and a very efficient way to slow down or moderate speed. Especially when you’re going down a mountain road. If you have 10 minutes downhill its way better to just sit a gear lower than normal and use zero fuel or brakes to maintain speed than it would be to sit on the brakes a little bit for 10 minutes straight.

When we say:

If you’re going into a lower gear at lower RPM than you should then you are just burning up the clutch instead of your brakes.
are we referring to the upper or lower end of the rpm range for the desired gear?

Depends on the road. Too high and you’ll slow down, too low and you’ll keep gaining speed.

but the entry into the gear still needs to have the RPMs properly synced up to avoid burning the clutch.

If you’ve got a drift handle shouldn’t be a problem

When I started my apprenticeship one of the older apprentices gave me a lift to nightschool. There's a very steep twisty stretch of road on the way and he demonstrated how to do the whole stretch without using the brakes, just engine braking, even down to first and slipping the clutch so it didn't over rev.
I was mightily impressed.

Manual tranny….

All this talk about braking made me think of something. Is the emergency brake strictly on/off ?

Driving a vehicle with a manual transmission is second nature to me. My Mustang is manual and i use it all the time. Many full on race cars today have a form of rev match. How it's controlled may differ but the end result is basically the same. Rev, match is not just for rookies. Professional drivers use it too.
