In the shortest terms possible: engine braking is a drag
Engine braking is fine and a very efficient way to slow down or moderate speed. Especially when you’re going down a mountain road. If you have 10 minutes downhill its way better to just sit a gear lower than normal and use zero fuel or brakes to maintain speed than it would be to sit on the brakes a little bit for 10 minutes straight.

When we say:

If you’re going into a lower gear at lower RPM than you should then you are just burning up the clutch instead of your brakes.
are we referring to the upper or lower end of the rpm range for the desired gear?

Depends on the road. Too high and you’ll slow down, too low and you’ll keep gaining speed.

but the entry into the gear still needs to have the RPMs properly synced up to avoid burning the clutch.

If you’ve got a drift handle shouldn’t be a problem
