On the same size tire, everything else about it listed and sold as the same tire, what is the difference between a $400 and a $150 tire?

Quality of materials and performance characteristics.

On a less technical side, you'll notice quality control in cheap tires is pretty bad. They will come out of round from factory, will need additional weights to balance.

Also consider that you're paying for the R&D that goes into making newer better tires. That R&D slowly trickles down to the cheaper tire companies that will get the used shitty beat molds ten years later.

YouTubers who do tire (tyre!) comparisons sometimes throw a "budget" tire into the comparison. The ridiculously cheap ones often are massive failures in every category, trailing every other tire, and sometimes with a huge difference in important things like stopping distance. While one may not be interested in tracking the car, stopping distance is a very important metric even in the real world out on the road, and even if you drive the speed limit and are careful.

When my mom gave me their minivan after my dad passed a few years ago, I noticed that 2 of the tires were off-brand budget tires and 2 were originals (over 12 years old!). I immediately replaced the original tires with a General RT-43 tires, which have a good reputation in the Chrysler/Dodge minivan community.

My wife, not a car enthusiast or drives a car hard, noticed that the stability control was kicking in going around corners at speed, with the off-brand tires at the front. Next oil change, I rotated the tires, which put the good new tires up front and the crappy ones at the rear. Problem solved, and luckily the van didn't want to oversteer with less traction in the rear since they understeer like pigs anyways. :) I think part of the problem was the van sat in the garage most of the time and was only used for road trips, so the tire tread hardened up some.

With the van now being driven every day, the old tires wore down some to fresh tread and aren't as traction-deficient as before. They still don't hook up from a start or corner as well as the new tires, and since they must have a hard compound, are taking forever to wear down.

I've used Michelin exclusively for a few years now. Somehow their tyre magician is able to combine excellent grip and a bit more tread life than any other brand I've used.
That made them great value on a bike where you're replacing tyres regularly.

The difference is just ride quality, lateral grip, braking, and wet/dry stability. Nothing too important lol. When it comes to tires, you usualy get what you pay for. Not something to cheap out on if you have a 50k sports car IMO.
