If you gonna make me use a carbon filter but i canāt purchase one then i am locked into a violation upon failure of said device. Does the ācarbon filterā have a yearly emission test or just the tailpipe, which with a customer revision may actually be ācleanerā than was originally delivered from the factory (see efficiency usually increases - newer part potentially cleaner more advanced tuning (not re timing but take it as you will) better results) but if am prevented from improving upon a failed design (otherwise why does it need repair) i donāt really own it.
