You can't check this in the garage, you need to be at wide open throttle with a load on the engine. Should be no vacuum in an ideal setupanother way to assess if the filter needs cleaning is to look at the intake manifold vacuum pressure. as the filter clogs, the pressure should drop. here is a pic of the pressure at 3k rpm. maybe check a baseline when filters are new and check it every few months
