I think its partly to drive excitement with every new M model. "how much power is it going to make over, how fast is it going to be???"
Also partly to satisfy customers. Over the years there have been many many examples of cars overrating power figures and leaving consumers very upset. underrating ensures the consumer is literally always satisfied with the power.
Just my 2 cents. I'm sure theres more behind it. Their power ratings go beyond just dyno differences, we've seen them making more at the wheels than whats claimed to be made at the engine in some models.

Ford stays on the safe side of underpromising after the 1999 Cobra fiasco, but nothing like BMW. Its a lot easier to make more power when you can just ask a turbo to cram a little more air into each cylinderThat's not a Ford thing I guess...LOL
Well blame ford for putting a basic handling package on a mustang and giving it an exclusive name and pricing it the same as the base corvette. The Dark Horse is a silly trim level imho.. it's not a different car than the GT. It should have had the bigger engine from the GT350 at the least to differentiate it. The C8 and Z06 is a good example of how you do a higher trim level.So Chevy stops building a car in the same class as the Mustang. So now everyone just goes oh well let's just compare it to a mid engine all wheel drive hyper car thats not in the same class. It makes no sense. Just a cheap way for chevy guys to pound their chests over it. Plain stupid.

Based off the video they mentioned how they believe the M2 has better cooling and that the Dark Horse was starting to pull timing. I remember CarAndDriver reporting high transmission fluid temps in the Automatic during their Lighting Lap. Its not even that they underrate, but the curve is also so beefy. Theres torque throughout the entire range, so it also *feels* fast as fuckBMW must have their own rating system or deliberately underrate.
Years ago I bought new 225hp 530i and I swear it was the most powerful 225hp car I ever drove.
They are rated different. My C8 is the cheapest car I own to insure.Maybe it's to keep the insurance lower. I thought I remember hearing that back in the day when the big 3 were producing musle cars.
I did notice that my insurance with no points has increased significantly over the c8 Corvette premium I use to own. From what I am being told they are rated differently is the reasoning.
