Well, then it makes less sense that mine doesn't work. The only difference is that my signs are in Spanish, but it was told here that making those code changes has worked reading Arabic signs. I'm really frustrated. Thank you.Mine is a straight forward 300A.

Try printing out the american sign and see if that would be recognized by your car. If so, the spanish sign might still be the issue.Well, then it makes less sense that mine doesn't work. Alright, I figured the most important thing out.
So it seems that Ford has hidden the CCM module for some vehicles and there is a way to make the CCM module visible. There is still a chance that your vehicle does not have the CCM module, if so, I'm sorry, bad luck. Are you in the category with a hidden CCM module, this is your lucky day.
These values are specific for Sky50h, but for people who also want to enable ACC and TRS, you might copy these values as well and see if ACC and TSR work. If it works, change it back to factory settings as there might be other values you have changed wich are not for your car and let me know, so I can give you the right values for your car to avoid errors. If it didn't work, your car doesn't have CCM and probably also not the hardware to make this work.
Here we go.
READ CAREFULLY - IMPORTANT
Make all of the changes as listed below except the CCM portion! Your car will not recognize the CCM yet. Once you have completed all of the changes, disconnect FORScan from your car and cycle your car's power. Plug back into FORScan but when it prompts you if you want to use an existing profile, select no. You will need to create a new profile as this will scan the car for all of the new changes/modules and will find your CCM.
Once your CCM is discovered, complete the CCM values as listed below.
Go to the wrench icon and reboot all modules you changed values in 1 by 1.
Once this is complete, run the CCM calibration (driving around in traffic for 5-10 minutes).
Once this is complete, go park your car, shut it off, and walk away for about half an hour.
After this, connect to Forscan, check for DTC's, clear them and then it's time to test all the new features you enabled. Goodluck.

There are no CCM's hidden. If you can't see your CCM in Forscan, than you don't have the module to enable ACC. The procedure I described to reveal the CCM in Forscan is only for people who bought the CCM module and installed it on your car.
We now know that the non Premium guys don't have acces to this. But now I'm curious if the Premium guys without the 401A, can enable the 401A features. Let me know if you are a Premium without the 401A.
Changing the empty speed sign from NA to rest of world is this..I have compared mine with these. I believe to enable Intelligent ACC I have to do these:
1. Turn on MFCIACC on 706-01-01.
2. Turn on FCIACCM Preview+CurveControl on 706-02-02.
3. Turn on IACC and PSA in APIM.
4. Turn on IACC in IPC.
My car came with the TSR, but I noticed a difference that on
720-03-01, the TSRIOD is disabled on my car. Does anyone know what this does?
Despite Australia using a red circle speed sign, the car shows an empty white rectangle USA-style speed sign on the screen when it hasn't detected a speed sign.

So with everything else being equal and even with other 300A group owners having this working the only difference so far that I can see is that my local speed signs with NA forms are in Spanish while most or all of you have them in English.

Changing region for Traffic Signs only knows 2.I knew it was a long shot but I changed my Language Settings to Spanish thinking that will tell something in the code to read the signs in Spanish, but it doesn't help either, so the only other thing I could think of is changing the region somewhere using ForScan.
I'm thinking that by maybe having USA specs and Region by default it's expecting to read signs in English, unless the code allows to read in both English or Spanish but I highly doubt that, all official sugns in US are in English. Maybe by changing Region it may force this to read in the language default in that Region, so basically changing to Mexico or if by any chance Puerto Rico appears there.
I'm not a guy who gives up easily but this has challenged me to keep finding the solution but after so many tries and everybody else having this working changing the same lines of code, are beginning to take its toll on me.
