"Priority"

Does anyone know what/who determines the "Priority" number? My salesman told me that the dealership assigns all new orders as "20" and then Ford changes to their preference. Also, it would seem to me that ech numerical value has a correlating description. Is that correct? Any clarification will be greatly appreciated.
