My priority code is 10. I know that is better than 19 and worse 1
How does the dealer determine my priority, everyone wants their car as soon as possible
Why was I not a "1"

10-19 can be determined by dealership. 10 is the best you can have at the moment. When allocations begin to be pulled, it will change to either 02 which pretty much means you're next in queue or 01 which basically guarantees scheduling during the next session.
