In CO, we can do it all on-line. During the application process, we can attempt to submit almost countless lists, and the state system will tell us, "Already taken", or, "That combination cannot be used". It allows one to sit there and try things, without committing the application.
As part of a submission, we provide an explanation for each of the plate meanings; this gets a sanity check by a human. Afterwards, the plate is cut and mailed out.
The above allows us to change the plate type or style as well, some of which cost no more than the "regular" plates.
