Yes I think you’re right. But seems like a perfect storm of bureaucratic EU regulations and Ford being too lazy to at least try and homologate. Look at the stuff Porsche, Lamborghini etc get away with in terms of their kit. If Ford is charging £60k + for a car they need to improve the handling and performance of the Dark Horse.The most likely reason is because it'd cost Ford many thousands of ££/$$ to crash test/homologate all the handling pack parts, which would just be added to the cost of the car, potentially making it unviable.
However, just as with the Mach 1, you'll be able to transform your Darkhorse with the Handling Pack items once the car is yours as a number of people here in the UK have done. There are a few specialists that can do this for you.

Porsche and Lamborghini can get away with that because their customer base has so much FU money that the price doesn't really matter - it'll get purchased anyway. 8 years ago MSRP on a 911 Carrera was under 6 figures. Now you're shelling out $110k+. The Mustang GT is still under 50, even including price increases.
