Back to OP issue. My car has Cruise Control & a spied limiter. They are located next to each other on the steering wheel. I have accidentally set the wrong one or activated the limiter by accident. When I tried to accelerate, car wouldn’t go faster than the set limit, as it’s designed to do. Maybe you had the limiter on by mistake?

That definitely sounds like a good possibility. But the OP says he verified that wasnt the issue.
