I looked at DIYVan, but $US94 was a bit steep. So I had some 3mm black plastic sheet that I cut to size, heated and bent it into shape and secured it with marine adhesive and 4 self tapping screws.
I filled the actual hole with blocks of polystyrene, and the shields deflect debris and water away.
Not pretty, but only road kill will see it.

It would be nice to see this, if Ford has corrected this, I would be willing to purchase those two inner fender covers. The covers I made are doing a great job and look good, but it's still not what it should be.

Same. If Ford has this fixed then getting the parts as al la carte should only be a matter of time.

Maybe someone can find one of these fresh builds on a local lot and either confirm or deny this news. I wonder if @roadpilot has seen this as he's the one that got to the bottom of the holes in the first place...
