I think the reason some people are down on the performance package is because 1) it's climbed a lot in price over the last 5 years or so (from $4000 to like 6500), but the basic equipment you get hasn't changed much; and 2) Even after spending the money on it, people found out that the car is still not exactly track ready (i.e. it's not comparable in performance to the 1LE package)
IMHO a lot of the PP1 equipment should be the standard equipment level on the base GT. If they wanted to keep costs down they could drop the Brembos, Torsen, and the wing as standard, but make the PP1 bracing, shocks/struts, wheels & tires standard.
Of course if Ford made the base car actually good, there'd be less incentive for people to pay thousands more in options, and that's what Ford wants. Ford doesn't give a single fuck what Nurburgring lap time a base Mustang GT can do.
