I noticed the left side is covered with plastic but the right side isn't. Why and is this normal?

Normal with the Performance Package. Not sure why though other than it just being an extra perk that comes with the Dark Horse where both sides are open.

Are you talking about the surround, or the lack of holes? I have an Eco-Boost, and both sides have surrounds and no holes pin the plastic.

As I think about this... If an Eco-Boost had holes in these decorative pieces, I suspect it would decrease the effectiveness of the intercooler by allowing air to bypass rather than flow through the IC?

One thing I wish the Eco-Boost cars had, was a similar hood-mounted vent. If they did, it would be my belief the IC would get more airflow?

Ok so it's normal. Just odd that the driver side is open, and the passenger side is closed off. I thought the dealership forgot to take it off 😁

dusman is correct, the Performance Pack Mustangs have an oil cooler mounted in the drivers side forward wheel well. There is also a set of air louvers in the wheel liner that aren't on the non-PP Mustangs in the drivers well to extract the heat from the cooler as well as a duct that attaches to that lower grill to funnel the air through the cooler.

do not remove the passenger side cover, as it covers what would otherwise be an opening to the PCM and washer fluid tank

The passenger side is blocked off on the Dark Horse as well.

I have a Base with PP and that side is blocked of on mine, so it’s not a PP thing.
