I was driving on a mountain road with lots of slow curves so I tried using the paddle shifters in manual mode. With my foot off the gas I tried down shifting to reduce speed for the next corner. The engine revved and then the trans shifted down. Is this normal? Why would it blip rev before downshifting? This happened no matter what speed I was going.

Yes, it's normal, it is similar to the rev matching on the manual trans model. When downshifting the revs need to be higher for the lower gear, it brings the revs up to match.

I believe the auto blipping is also to reduce the chances of the rear tyres losing traction downshifting on low traction surfaces.

I've down shifted harder than I really wanted to see so it's a learning process and yes, it does protect itself.

Thanks for all the replies and the info. Now I can stop worrying about this issue and worry about when the two pending recalls will be completed.

The feature is bad ass. I think it was added to manuals in 2019 but auto's were earlier.

How did you like paddle shifting? I haven't done much but it seemed slow. I'm hoping that tuning can crisp it up.

I do like how i can take off in second gear. In autocross you basically run the course in second, so you can leave in second and stay there. One less thing to think about.
