No, they don't. Due to the way the OTA process works, the vehicle needs to be turned on in order for it to ping the server and accept the OTA trigger. Depending on the type of OTA it is, an OTA trigger is good for either 14 days or 30 days. If the vehicle is not turned on within that window, the OTA trigger will time out and expire.
