Is the UK DH nerfed by hardware changes or software configurations?

They claim no hardware changes. No way are you going to get 80hp from 'just a tune'.
Agreed. I was just answering Dark Sprite's question as to why the lower horsepower rating in European cars.

A bunch of the horsepower difference can be made up without any tuning or hardware changes just by using 98 at the pump, which is more equivalent to 93 here in the US. The article I linked explains why this matters.

The particulate filters are most of the difference along with how they're tested.
and yes we test with the lowest grade fuel available (equiv to US mid grade) rather than the highest grade.
Which is why when dyno'd euro spec cars perform better than expected whilst US do worse.

As for tuning, that hoonies seems a bit sketch, dyno option but difficult to find out where they are nevermind where the dyno is ... or the 'before and after' road tune

I'd go with a more known name, like clive sutton (he imports a lot of high spec mustangs) steeda or motorsport and performance (map).

Having checked their insta .. well hoonies does nothing but take your money. Lukas engineering are the ones doing all the work and going direct to them is considerably cheaper. However again on their website they don't list where they are! You have to google them to find out a location.
Major red flag territory.

This sounds a lot like all the "1000hp" cars that struggle to beat stock cars over the 1/4.
Nearly 20% gain with just a tune?

Doubt it, even a forced induction car is not easy to gain 80hp with just a tune let alone a NA.

Great info, I think a Whipple is in order after all, the Stage 1 version looks plenty mental for me...
