I’ve seen too many times people put snow tires in sets of two.

I’ve seen too many times people put snow tires in sets of two.
I haven't heard that...but I have met a few over the years who could very well convince themselves that they only need winter-tire traction in the rear. Ugh.

Yes, or they think that placing snow tires on the drive wheels only; usually on front wheel drive vehicles. Sounds like you have a handle on things.
