This is not true! There are standalones that are and will be used. I think even some are trying piggybacks for a tuning solution.
I would be very curious to see where this is being offered. I'd imagine these standalone tunes are tunes sent specifically to vendors or other third parties that Whipple is partnered with. For the majority of the market, I'd imagine that this cannot be offered since it would break CARB legality.

Gotcha. I have not heard of this; is there a news link to it or something about it? I know Ford is releasing the Gen 4 coyote with a tuned version, but from what I can tell; it's essentially a Gen 3 coyote, just more expensive.
It doesn't matter though. Whipple isn't a custom tuner. Unless they've changed business models, the tune that you get in Florida will be the same tune you get in California or any other CARB state. Whether that tune changes with LTH or other mods you can put in the calibration request, i do not know. But I would find it odd for them to send out different tunes for different areas of the country. It would mean they have multiple tunes that they have tested.
From what I can tell in correspondence with whipple through support. It should be 50 state legal soon-ish (cope maybe?), they’re still testing. Same thing still stands, if they were to offer a carb legal tune vs a non carb legal tune, then that’s a totally different story.
Lth (or simply even shorties) aren’t the only emissions equipment not permitted to be modified. The intake also applies, hence the emission filters (carbon traps - i guess it depends which direction determines trap v filter but anyhow) in the intake tract. Mod the intake (supercharge) and gotta get reevaluated / get an exemption the same as modding anything post head pre cat.
