One thing to keep in mind for track... putting the tire on the widest possible rim will usually provide more grip that on a narrow rim.i wasnt quite sure what you meant by this, but my dad explained that wider wheels will cause the sidewall to bulge out more, and that a half inch thinner wheel could bring the sidewall in as much as 1/4th inch. it turns out, there was a piece i was missing, and that was it! i thought the sidewall would be the same on every wheel the tire fit on. it also turns out i was focusing on this from the wrong side too. i was so fixated on the lack of poke that i forgot to really think of anything else, and this new (to me) sidewall info affects that, too.
assuming the narrower wheel also brings in the sidewall by the same amount total, going from 12" wide to 11.5" wide immediately adds ~6mm to the clearance, bringing it up to 16mm. then the offset change from +46mm to +55mm means that 9mm of clearance is now lost, and the final clearance is about 7mm from the inside of the tire to the shock mount. that isnt as bad as i thought it would be
