You cited the actual verbiage of the law. If the law clearly states, "The operator of a vehicle shall be liable ...", then how can they ticket a vehicle owner? That would be an easy win in court.

I doubt it will be any more (or less) than 2024. After all, if they want to do it on the 2024, that will likely take nothing more than a software update (OTA).

Yes, both underfilling and overfilling can cause a CEL. So can a lose cap on the oil fill and even an improperly seated oil dipstick, among other things. Even using the wrong viscosity grade. So will oil pressure issues.
