Headlamp alignment

My car was ran into 2 months after ownership at slow speeds ruining my headlamp, they replaced it 2 times and now the alignment of each of the bulbs on my “new” headlamp do not overlap each other and when adjusted up it seems the bulbs are bouncing when hitting some bumps and looks like the lamp rolls forward on heavier braking. Does anyone know if these lights are supposed to be programmed or did my new headlamp assembly come defective? I drive mostly at night so it’s something that literally drives me nuts seeing.
