Evidently in Japan, like the US, they don't have the mentality described below. The "concern" about safety relating to mods is interesting. I'm definitely more worried about people driving around with worn out brakes and tires than an aftermarket exhaust.I visited Japan in January of last year. The car culture over there is insane. Not sure what regulations they may or may not have, but I saw mild to very heavily modified JDM cars everywhere. From old school Datsun Z cars to modern Supras and everything in between.
It's mostly don't injure others with the modifications you make to your car,
