That's not correct at all, and you can have proof of it by simply adapting the concept to the full autonomous vehicles. If on the roads you have only those, with no humans at the wheel, the incidents will drop enormously. We won't go to zero, they aren't perfect yet, but we'll be damn next to...
That's not just Ford, it's about obtaining an higher safety rating. In EU it's even more restrictive. They are forced to apply those solution: in example it's nice to have the features, it's annoying having to disabling them at every start if you won't have em.
It's shipped with their flashing tool. AFAIK you need to have it performed by a Ford authorized deal to get the warranty on it.

It's not about the HP, but the throttle response, shifting points (AT) and raised rpm limiter. So it's actually "faster" overall. Is it worth the price.. that's questionable.

I'm curious about the wheels/speedometer adjustment and the gear ratio, does the speed limiter works with the speedometer or it has something more? If you intentionally set smaller wheels or gear ration (showing the wrong speed), does the speed limiter kicks in at higher (effective) speed?
H-pipe: you changed a pipe for another, zero hp gains here (it's just the sound and some weight).
air filters (or box): we have already plenty of "air", much more than what the stock engine needs really, again it could change the sound, no hp gains.

H-pipe, you will preserve your active exhaust, you will spend a negligible amount, the mod is easily reversible, you will increase the volume more than you think (with the valves open it's gonna be mid-loud, with the valves closes it will not annoy others). IMO.
