I believe it is to maintain awareness of steering wheel position. Especially when correcting slides.
Rally cars have a top dead centre band on the wheel for the same purpose, but they use a lot more steering input.
Crossing your arms on a driving test in the UK would be a failed test.

The main reason I'm anti EV for myself, is that they're the antithesis of what I love about cars and bikes. There's not the emotional connection that I get from a well designed, high revving, high power ICE. It's like the heart has been torn out of a car.
