Ineffective at more that 30-40 mph. In fact, it actually gets in the way at speed, as the fan and shroud block air from moving through the rear face of the radiator and out the hood vents.
Fan and shroud are great for sitting in traffic.

Can this controller make it more instant without making it more linear? In other words get rid of any delay, but keep the sensitivity the same, so how linear remains as it was designed?

It ran 11.2 in this video. Did you watch it? Dusty track with no preparation, akin to trying to nail a launch on the street from a standing start. The 911 Carerra S does this very well. The Mustang does not. You cannot compare anybody's drag strip time with slicks on a prepared launch pad...
