If you have the ability to run forscan, you can pull codes. Check fuses just in case.

That's really bad. You have to be doing something really wrong to ever get pulled over in NC. Hell, I had an old trailer, no plate, no tail lights the other day and I thought for sure the trooper was going to get me. He was behind me for 10 minutes while we went down the same road...
I wish I had that answer, the bill that I saw referred only to inspections. I don't think cops will ever pull you over for tint though, save for those who black out their windshield.
On a side note, us in NC will no longer have to worry about tint (hopefully) in the next year. Theres a bill on the block right now to remove tint check from inspections.

I definitely have the same noise on my brand new ecoboost. I found it somewhat annoying but didn't really have any concern over it. Just sounds like the piston drawing fluid through the master cylinder.
