Because they didn’t change VCT optimum power, cam angles

Advance the cam timing at low rpm and gradually retard it as the rpm goes up? Since the exhaust and intake can be moved independently, I am sure there is a lot with which to experiment, but I imagine that Ford put a lot of time and effort into that, which is why my little 5 liter engine is 500 horsepower with no aftermarket tuning.

So he remarks about 9:23 - 9:24 that he changed cam timing. I was wondering about whether tuners do that.
