The body shop I use, has a way to plastic weld cracks like that. It takes a skill set that not every shop has, and is still not going to be cheap.

Yes this. It would still require removing the bumper to do it properly by strengthening from behind. The time and labour may end up more than a replacement though.

3M makes an excellent bumper repair kit

It requires the cracked area to be "V'd" out and the rear reinforced.

In your case I'd go as far as trying to blend the color in keeping int as low and localized as possible and clear the Whole bumper.

Just be aware many manufacturers are mandating that you can only refinish the bumper once due to various sensors. I have not read up on Ford lately, but you should be able to repair, blend refinish and clear the whole thing.

From what I am seeing the shop cost for a bumper is a bit over $600

Add to that bumper prep and you are looking at a good $800+ for a replacement part, plus overhaul time, repair time, paint time, paint & materials and the cost of a 3M kit

You are paying the P&M and overhaul time regardless of which route you go, but a GOOD shop should be able to fix that in 3.5 hours plus the kit which should be less than the $800 for the pumper and new bumper prep.
