There's not. Best way to attempt repair is to take the wheel off and go through the fender liner. Trying to remove the bumper or the under tray requires significantly more work and like others have said risks paint damage. Hopefully it's just a clip that's come loose and you can figure out how to resolve it permanently.

This morning I was able to sort of pull it back into place, but I guess if this ends up not being a permanent solution I'll have to do that.
