I think it depends on multiple parameters:

a) small difference between previous and new limit: just engine break and no break lights

b) two successive limit reductions: while still being above the first limit doing engine break, then at second, lower limit breaks will be activated including break lights

But you can test it yourself when driving nighttime in a dark environment looking in the site rear mirror to see if it gets brighter.
