Adaptive cruise wheel on non adaptive cruise vehicle

Is it true that a 401A steering wheel with adaptive cruise control will be able to work as a 401A vehicle with adaptive cruise control on a 400A non adaptive cruise control vehicle if you swap out the steering wheels? I believe the youtuber Zander mentioned that in one of his videos and swapped the steering wheels. Maybe it just needs to be set up through forscan? Has anyone swapped their 400A with a 401A steering wheel and the adaptive cruise control still worked?
