I pop riveted the filler panels I made to the inner fender, I used the appropriate washers for the pop rivet and I'm confident it will hold up. there is plenty of clearance between the inner fender and the chassis, so you wont have to worry about it coming in contact.

The worst part about those stone are they wedge them selves in cutting through the paint. I had a really hard time getting some of them out as well as at the front K member brace.
