Recalls are required to be done before a new car is sold, but not a used one. I don't understand Ford's reasoning on this, or why a dealer would not do them during a used car inspection, as we get paid for doing them.
Have them use the VIN to check OASIS and print the warranty history for you. Its against the law, at least in Texas, for them to disclose prior owner info to you.

Ford Customer Assitance, 800-392-3673, do not get off the phone until they give you a case #. We the dealers cannot call them, but can respond to them once you have a case open. Its the next step in the process, but don't get your hopes up...
I like them better than any black wheel I've ever seen. I know its just me, but I cannot stand black wheels, I had wheels for my car before I even got the car, and swapped out the base black ones the next day after the car got here..
I can tell you from first hand experience that Ford does not give two fucks about anything a dealer does on the service end, as long as they sell cars :(

Not sure about your state, but in Texas, lemon law and buybacks do not apply to used vehicles.
I'm sure the BCM availability is the issue. Call Ford customer service at 800-392-3673 and get a case started, they may be able to help the dealer get it resolved a bit quicker.
