Someone tried to raise it on a lift using that part, I've seen it at our dealership several times... You do have to remove a good bit of stuff to secure it properly.

A scotchbrite pad will work, any flaky stuff has to go. Sanding is not necessary. I've used similar products before with success. They turn the rust black and the finish is very hard.
