Different situations call for different procedures. Obviously, Ford was not able to pinpoint exactly which cars need the wiper motor replacement without testing. Why incur the cost of replacing all of them if there's a good chance a significant % will pass the test?Why would they change procedure mid-stream? Seems i recall the last time there was a water issue it was goop first inspect second, or at least that’s what was widely reported.
