Are Key FOBS specific to basic features?

I know they can be programmed for certain features but one of my stock key fobs activates welcome lighting and the other does not. Any ideas? I'm new at this coming from a 2003 .

Just a guess, but is the second one matched with another set of presets yet? (e.g., Memory #2)?
