I believe I read on the forumn that Ford doesn't build PP in the cold weather. I don't know if that is true or not. Someone said it was because of the summer only tires. Things might have changed since 2011 as my car was made with summer only tires early Feburary. It seems the warmer States it wouldn't matter.

I know that on my PP2 GT that was the case, due to the Pilot Sport Cup 2’s not being produced in winter months.

It's just cars on what were the Michelin Pilot Sport Cup 2s (Mach 1 Handling Package / GT500......so Dark Horse Handling Pack will likely not be built during the Winter). Performance Pack cars will still be built.
