Dealer must have allocation or it won’t get built. And that’ for all vehicles, including regular Mustangs. I don’t think most dealers explain allocations to their customers as they don’t want the customer to go somewhere else.

It took almost a year for the dealer to get the allocation. Dealer took the order and submitted it without an allocation.
If you don’t get a priority 19 or LOWER you don’t have a car. Now you can start out higher and the dealer gets one from their rep as the year goes on. I’m certain this is what happened.

Not always. My local Ford dealer in NY was going to get a DH (with color and spec) for me in Pa. They were going to seap future allocation. They wanted me to pay 2k markup plus transport.

Right and you would be waiting a year like OP when the NY dealer finally got an allocation.
Allocation is earned on your previous and current sales. Sometimes deals can be worked if you buy truck loads of F150s or take some dog shit Mach E’s you MAY be able to have your rep pull a string to award you an allocation.
Dark Horse allocations aren’t dealer traded or swapped that’s BS. They were lying to you to take you out to the market (you order from them) till they can produce a car whenever that is and rape you on it. I know exactly what your dealer was doing.
