I live in an area with steep streets. Wondering if the 24 GT with manual transmission has the function where the car is still in "break" mode for a few seconds after releasing the break pedal. This will help reduce the anxiety of hitting the car behind me with a manual on an uphill street after the light turns green.

In short.... Yes.

From the Owners Manual pg. 194

WHAT IS HILL START ASSIST
Hill Start Assist applies the brakes to hold
your vehicle after you bring it to a stop on
a slope. This makes it easier for you to pull
away without using the parking brake.

HOW DOES HILL START ASSIST WORK
When the system activates, your vehicle
remains stationary for a few seconds after
you release the brake pedal. This gives you
time to move your foot from the brake
pedal to the accelerator pedal. The brakes
release when you apply the accelerator
pedal and the vehicle begins to move
forward, or the system exceeds the time
allowed for automatically applying the
brakes.
The system activates when your vehicle is
in any forward gear and facing uphill, or
when your vehicle is in reverse (R) and
facing downhill.

Yes, and it's a game changer if you're used to not having it like I was.

Yes, you can turn it on or off on the center touch screen. Mine is turned off as I'm not a huge fan of it and the area I am in is pretty flat.

Yes it still has it. All manuals have hill hold since I think 2011 (could be wrong on the year, but it has been a while).
You can turn it off or on depending on your liking.
I keep it off as I prefer scooting backward unannounced at times. lol
