A quick Google search tells you this:

The normal voltage range for a car battery is as follows:
  • Resting voltage (engine off): 12.6-12.8V
  • Voltage with engine running: 13.5-14.5V
  • Fully charged voltage: 13.7-14.7V
  • 25% charge voltage: Around 12V
  • Over 12.8V indicates overcharging, check regulator.
  • Below 12.4V suggests undercharging, affecting performance.
  • Temperature affects battery life, prevent overheating and use heaters in cold.

If the DH voltmeter is like the GT, the increments are only .5 volts - 12.5, 13.0, 13.5, etc.

In my experience, yes. Mine usually starts around 14.5 then drops to 14.0, have seen it maybe twice at 13.5. All these readings are while driving.

All of which are within normal range of charging while the engine is running.
