This install would still be illegal here. We have a front plates required law as well, and they are required to be mounted to the front of the car. They specifically state having it inside, despite being visible through the windshield, is not acceptable.

None of this, however, has prevented me from carrying mine around in the trunk for all of about 2 of the 7000 miles I've put on the car since purchasing it. I do have it on a quick release mount and can install it in matter of seconds should the need arise. Last I checked, the fine was only about 10$ though!
