They send it to someplace like Rim Pro and get it refurbished for a couple of hundred bucks, then the tire tech scratches the sheet out of it mounting the tire without using the protective sleeves in the tools

Some dummy used a metal scraper. I would be buying you a new wheel or at least a refinish on the techs dime. I just had tires mounted on my Weld setup and not a scratch anywhere

No. They smooth and polish out blemishes and then coat them and repaint if necessary.
