Do Not Build probably refers to the Domestic Production Line - Export cars are a different spec and made in separate dedicated and allocated production batches. They are not built in conjunction with the regular domestic production, but have an exclusive production run on only certain weeks of the year..

So should anyone's who's paid a deposit and has a signed sale contract with Priority 99 be worried that they might not see their car till 2025 or get screwed around by Ford?

No, as far as I know Priority Code 99 is standard for Export cars (as was the case for my MY21.5). Our cars are not built in the regular US market Production Scheduling, and have their own separate dedicated Production Scheduling and Exclusive Production Runs 3 or 4 times per year.

I've noticed that the Aussies that do not have Priority 99 have been Dark Horses.

or could you pick up a decent one a year down the track at/less retail prices?

if I recall for S550s, Rspecs sold out pretty quickly but werent that premium, but you couldnt pickup one second hand too easy,

mach1s far more avaialble at less than new prices, obviously not any more

I was surprised the Bullits didnt shoot up that much as well

Yes it will be interesting to see how sustainable their 21.3% ($16K) Drive-away price increase on the Mustang GT will be after the initial pent-up demand probably dissipates into a trickle later next year.
