They call it a drift brake now, but back in the early rallying days it was a fly off handbrake. Instead off pressing the button to release the locking pawl, pressing it activated the pawl to lock the handbrake on.
So you could just yank on the lever and lock the rears without the lever locking...
That is absolutely nothing to worry about. When mine was new the level was halfway between the dots. I then discovered that is the correct level, and you cannot exceed the top dot.

Seriously though, garage carpet is quite common here. It's a heavy duty synthetic that can handle wear from driving on it. In fact, a lot of people carpet the garage and use it as a play area or games room for their kids and park their cars outside.
