All of my searching on the internet reveals only information about how to turn the boost up, more boost, more power! Which is great and all, but I want to know, can I turn the boost down? The answer is yes, but how far? Can I, without too much effort, max out at 3, 4, or 5 pounds of boost...

Wouldn't he be slower somewhat equally on all of the cars, assuming your theory is true? Also, if being 68 makes him slower, it is probably by fractions of a second. I mean, if you review his Wikipedia entry, he is still winning or placing things he enters, including as recently as 2021 and 2023.

Looks relatively easy to swap pulleys. Maybe get the biggest pulley for the lowest boost and keep smaller ones on hand for running E30 and E85.
